In order to be able to use pip within a virtualenv of python3 we need to
have python3-pip installed as well.

As part of this we stop installing python-pytest (we enforce a specific
version via pip in tests) as well as python-coverage (this can and
should be done via pip as well).

In order to run our test.py suite on a number of platforms in CI we use
QEMU.  Configure and build a copy here so that all our jobs can rely on
it as our code is under test and not QEMU.
