ARM: tegra: provide default USB gadget setup

All Nvidia boards use the same manufacturer, vendor ID and product ID
for the gadgets. Make them the defaults to remove some boilerplate from
the defconfigs.

Inspired by commit e02687bd ("sunxi: provide default USB gadget
setup") which did the same for Allwinner boards.
